How to compress files into IPF

I am wanting to create my own custom Sound Effects file (se.ipf) and was wondering on how to compress it in the proper IPF format. The current IPF Packer tool is not compatible with Windows 7 (Always crashes when starting to pack files). So I'm just asking around if anyone happens to know how to compress files into IPF format. Thanks!
